Corruption! What a beautiful word, everyone wants to get rid of this. Sorry! Everyone wants others to come clean of this. For quite some time I was thinking on this and hence this blog.
Corruption can be of many types like Financial, political, moral, ethical etc. However , majority of time corruption refers to Financial corruption and I will restrict myself to it.
For last three years since Anna’s andolan, corruption has taken the front position. A new party has taken birth and presently sitting at the helm of affairs of Delhi. Lokpal bill has been passed by both the houses and search for Lokpal has begun.
After mulling deeply I have reached to a conclusion that new laws can never eradicate corruption because origin of corruption does not lie with the scarcity of good laws. It is essential to address the origin.
Now the question is where lies the origin of corruption?
Corruption primarily emanates from two sources
a) Desire to secure future of an individual and his dependents
b) Greed
What is wrong with the desire listed at (a). I would say nothing. The current economic condition of India can not secure future of any individual. Majority of Aam Aadmi’s monthly income is hardly suffice to meet both ends and there is no scope of any savings. Can anyone tell me how will he/ she survive if there is any emergency or he was retired. Neither India’s current economic state is able to provide old age pension to survive nor to provide free medical services. Therefore people are forced to indulge in corrupt practices to make more money. It does not mean I am supporting corruption but emphasizing on the need for growth whereby our economy is strong enough to take care of its citizen’s basic needs.
Greed can be defined as human nature to acquire unfair share of scarce resources. However, greed also motivates people to stretch themselves and do more. You must have read a story recently published which says Wealth of 85 richest equals that of 3.5 billion poorest. I do not believe that all of these richest people are corrupt. But all of these rich people have been allowed by the system to hoard so much wealth. Corruption can be tamed when hoarding of wealth can be checked. Smooth flow of money will generate growth and lead to equitable distribution of scarce resources.
Only those people who have secured their future or who did not have any opportunity to indulge in corrupt practices talk a lot about corruption. Did anyone thought about a policewala in what conditions does he live and work. For becoming the messiah of anti corruption every one is after police and low wage earning personnel. Corruption emanated from greed can be checked by top down approach rather than bottom up.
Finally fight against corruption is a long haul and will continue till we are able to address above points. Until then we must not make corruption a one point programme for governance. Governance is all about making best use of scarce resources and doing our best to make life of fellow citizens better.
